
In response to increasing cybersecurity and research security threats, Berkeley Lab has updated its Requirements on Technology Use During Foreign Travel to better protect government systems, Lab data, and employees during international trips. These threats, which include the tracking or seizure of government-issued devices, mirror a wider trend seen across the national lab system and other U.S. government entities.
Policy Overview
Under the updated IT requirement, Lab-issued government devices — including DOE-tagged laptops and tablets — should not be taken on trips to countries identified by the Department of Energy (DOE) as “Foreign Countries of Risk.” This restriction applies to three key travel scenarios:
- Official Berkeley Lab travel to a DOE Foreign Country of Risk
- Official or personal travel that connects through one of these countries
- Personal travel to a Foreign Country of Risk involving a Lab device (e.g., to check email)
Personal Travel Considerations
The requirement does not affect personal travel unless a Lab-issued device is being brought along AND you are traveling to a Foreign Country of Risk. If you plan to use a Lab laptop or tablet while traveling for personal reasons and will visit or connect through a country on the DOE list, you must follow the same approval process as for official travel.
Exceptions
Exceptions may be granted for legitimate business needs. These are processed through the standard foreign travel authorization workflow. Employees with questions or who believe their travel may require an exception should email: itpolicy@lbl.gov.
Travel requiring approval should be initiated at least one month in advance to allow sufficient time for processing.
